Career and assessment tools

Organisations and individuals rely upon continuous skill and competence development to remain productive and competitive. Objective assessment of individual or organisational capability depends upon comparison with a structured, levelled and recognised framework as provided by the e-CF.

This section provides examples of e-CF based applications and organisations using the e-CF in this context; they have agreed to be featured here.


e-CF Profiling Tool,
CEN ICT Skills Workshop

The e-CF Profiling tool, originally developed by the CEN Workshop ICT Skills, supports users in applying the content of e-CF version 3.0 and provides linkage to the EU ICT Professional profiles that are the subject of CWA 16458. The tool offers two navigation options to access e-CF content; the traditional e-CF view and a function view. Framework elements from each dimension of the e-CF can be collected in a „pick and mix“ format to create a user generated profile. Comparisons between user created profiles and any of the 23 the established ICT professional profiles can also be made to support identification of skills gaps. Use of the online tool is free of charge and the simple web site design philosophy requires no specific security measures as profiles are not centrally filed or stored on line and no data is analysed.



The Italian Association of ICT Professionals uses the e-CF as basis for assessing and admitting new members in their community.



AICA offers and delivers the e-Competence Management (e-CM) tool, enriched with 157 sets of knowledge and skills in dimension 4, to companies and public organizations to update skill and competencies inventory and assessment, competence qualification and certification compliant with CEN/UNI Norm, ICT Professional System Planning, Individual and focused Training Plan, Outplacement support and Reskilling, Make or Buy policies, verification of Higher Education Curricula (Master). Furthermore, AICA has developed “e4job”, a booklet focusing on the most important components of digital knowledge dedicated to non-ICT professionals and managers.

CEPIS has developed a free online tool to assess ICT professionals’ skills, based on the e-CF. This tool, the CEPIS e-Competence Benchmark, provides ICT professionals with a personal competence gap analysis that compares their competences against those required for a range of European ICT professional profiles. It provides them with an increased awareness of their strengths and weaknesses, and therefore helps them better identify training and professional development opportunities. This enables individuals to plan their career development and make informed decisions about further education. Ultimately, this will fuel European labour market mobility. Companies can use the CEPIS e-Competence Benchmark to assess both individuals and entire departments, and identify workforce competence gaps. This will help to address the distressing ICT skills gap in Europe.

ICT-mastery is an online semantic analysis tool, that distils, identifies and classifies digital skills (e-Competences) out of any document, like job descriptions, CV’s, LinkedIn profiles, job offers, curricula and (legacy) training materials. In doing so, it provides transparency in the ICT domain.

IT Staffing is embedding the European Competence Framework in their recruiting and matching systems, for the sake of better transparency and quality on this process.



The job portal applies the e-CF as a job-matching tool between employee digital competences and organisation needs.



The global talent resource management provider uses the e-CF for benchmarking candidates through psychometric profiling. Jobnomads is used for ICT talent sourcing from disparate online talent pools, for the assessment of team dynamics, and for development of in-house talent.


The Netherlands

The Dutch sector association hosts a public e-CF registry for professional active in IT, and provides e-CF assessments tools to periodically (re)assess Professionals.
